WIPO China: Driving Innovation and Business Certainty via ADR

Beijing, May 9, 2025 - As part of the 27th China Beijing International High-Tech Expo, the 2025 Beijing International Commercial Law Day was held in Beijing. Ms. Liu Hua, Director of the WIPO Office in China, attended the event and delivered a keynote speech.

In her remarks, Ms. Liu highlighted the growing importance of efficient and professional mechanisms for resolving international commercial disputes, especially amid the sweeping changes brought about by the twin waves of the “Digital Age” and “Deep Science”. She outlined WIPO’s initiatives in mediation, arbitration, expedited arbitration, and expert determination, with particular emphasis on the WIPO Arbitration and Mediation Shanghai Service, established in 2019. Its services have since expanded beyond Shanghai to regions including Fujian, Guangdong, Hainan, and Chongqing, and are continuing to extend to other cities.

Ms. Liu highlighted three core advantages of WIPO’s alternative dispute resolution (ADR) mechanisms. First is their expertise: WIPO draws on a global network of over 2,000 seasoned experts from more than 100 countries, who combine strong legal acumen with technical specialization, commercial insight, and extensive hands-on experience. Second is strict confidentiality, ensuring rigorous protection of proceedings and sensitive business information, particularly crucial for disputes involving cutting-edge technologies and trade secrets. Third is cost-effectiveness and procedural efficiency: WIPO ADR services offer flexible options such as expedited arbitration, enabling users to manage costs while resolving disputes swiftly. For instance, the first arbitration case handled by the WIPO Arbitration and Mediation Shanghai Service was concluded within just two months under expedited arbitration rules.

Ms. Liu also introduced WIPO’s five sets of “golden keys”, covering its policy platform, registration systems, databases, cooperation mechanisms, and capacity-building tools which provide comprehensive support for global innovation and commercial activities. She emphasized that the WIPO Office in China will continue serving as a bridge, reaching out to new technologies, next generation of innovators, leaders, cities, and industrial parks to deliver timely, high-quality services.

The event was hosted by the Beijing Sub-Council of the China Council for the Promotion of International Trade (CCPIT) and the Beijing Chamber of International Commerce, under the theme “Trade Legal Services Beijing Promotion: Lead, Safeguard, Collaborate for Shared Success”. Centered on commercial legal services, the event featured keynote speeches by leading experts on topics such as dispute resolution, corporate compliance, IP protection, etc. The event also saw the release of several key legal service publications, including annual reports and compliance guidelines. Approximately 400 participants attended, including representatives from government agencies, international organizations, judicial institutions, academic experts, legal service providers, and enterprises from both China and abroad.
